Has anyone gotten one to drop normally pre 50 or at 50? I know they don’t work I just like them and thought they’d be a nice stat item before 50.

They had such a low drop rate to begin with, even if they did still drop you’d probably never see one while leveling today.
That said, I think the only way to get them now is with the tokens you get from the class hall missions.
I’m pretty sure they also lose their power at 45.
They definitely still drop. They are ilvl 59 stat sticks now.
You really have to regularly do end content to get them to drop. I do a lot of Argus, so I get them on my characters. Just got Prydaz on a 45 twink today.
Their stats should work from what I’ve read, but I’m wondering if they’d even drop.
I also thought there were mechanisms in place to make sure you got your first one faster.
Yea, the stats work but the equip powers do not anymore, they are “legacy items”
Yes, they drop at the same rate they did in Legion. So if you were doing qualifying content like Argus elites and Lesser Invasions, heroic and mythic dungeons, etc, you would see one every couple of weeks or so. I get a couple a week across my characters that farm Argus.
As a 45 not in a group, you would find that content quite difficult. You can also do world quests to get wakening essences to buy the one you want.
I remember getting one drop off a random trash mob while leveling back in Legion. By the end of Legion I had every class at max level so you can imagine how many things I killed leveling through legion content during that time only to see one drop. Even then I was probably lucky to see one drop like that.
My shaman got her first legendary off trash on the floor in LFR. That was BiS for her spec.
