I have read a lot about frost mage legendary weapons, I raid and do mythics. I use Freezing winds for raid but then read slick ice was a better choice, it is a single target legendary and some fights have adds so not sure I understand that, also read it is better in mythic +. I would think Glacial Fragments would be better for mythic+ Or Freezing winds, any thoughts? what are you all using?
If the number of targets you’ll be hitting at any point exceeds one, then use Frozen Winds with splitting ice. If it is truly pure single target (Guardians/Tarragrue mostly) then slick ice does pull ahead but FW is still perfectly viable on pure ST even.

Both are completely fine for what you’re looking to achieve. If I had to re-do it, I probably would have chosen Frozen Winds, though.

Your craft priority should be Freezing Winds > Slick Ice. Glacial Fragments an optional pickup, but honestly you’re better off crafting offspec legos as your third.

Freezing winds will be what you have equipped 95% of the time. There’s only two raid bosses that Slick Ice is better for, Guardian and Terragrue, and only one that matters since Terragrue is a literal meme boss that you could use any legendary on.
Even for M+ you almost always want freezing winds. Glacial fragments looks good on paper but in practice it’s underwhelming, it pads well and looks nice on meters, but when it comes to actually timing a key the prio damage you get with freezing winds is much more impactful. And on big pulls most of your damage comes from blizz/orb cycles anyway, so fragments only significantly pulls ahead on pulls of exactly 5 mobs. Then when it comes to bosses freezing winds is very solid, whereas fragments is actually just useless, you might as well not have a legendary equipped fighting a boss with fragments. On top of all that freezing winds helps alot with Icy Veins uptime which fragments does nothing for, having those guaranteed shattered lances every orb is very helpful for keeping veins rolling. Perhaps on some very niche fortified weeks with a nasty combo of affixes fragments could be almost on par, but in general you’ll want to use freezing winds almost always for keys.
As you suggest I’m not even upgrading my fragments leggo, I made a 262 freezing wind and slick ice now I’m starting to make fire leggos.
A side note not related to legendaries, OP you should be spamming Plaugefall to get the upgraded icy propulsion conduit. That conduit is incredibly huge for frost’s damage. My dps skyrocketed when I upgraded mine. IMO I’d prioritize that over almost anything, it’s so big.
The most OP legendary for Frost single player use or Torghast is Grislely Icicle. With this leggo you can frost Nova freeze packs of targets and pump ice lance crits into them tell they die and the Nova will not break.
Make sure you take the double frost Nova talent for even better solo play. Also stupid mirror images can break it too.
The only problem is other players damage will break your Nova.
I have boosted people in Torghast with this by telling them to stay out and let daddy go to work. As any pittance of their dps will ruin the Nova. Stack turid vial for 5 second frost Nova cds reductions and become a killing machine wrecking bosses and mobs.
Yes slick ice and the frozen orb glove leggos are great for ones are great for group content, but make yourself a grisly ice leggo too.
The Torghast version of Grisly Icicle (the anima power) doesn’t break from friendly ally damage.
It’s a rare one if your lucky to get it. Or bring your own right from the start not waiting for RnG to deliver.
Point is once you have enough gear and dom shards, you don’t really need any RNG, and there’s no real stress to go out of your way to craft Grisly Icicle, especially because at the odd chance you get it in Torghast, the anima power version is better.
This is further compounded by the fact that Tower Knowledge points can be spent to guarantee extra Anima Cells, reject powers, and have better odds at epic powers.
