Legacy Raids keep resetting to Normal Mode

So, I’m currently experiencing an issue with Legacy Raid content, where I have my raid difficulty set to Heroic/25 Man, however upon entering a legacy raid it resets me to Normal Mode/10 Man, I can exit and reset my difficulty, but upon re-entering the legacy raid it immediately sets me to Normal Mode/10 Man. Sadly it is not a specific raid, it did this to me in ICC, EoE, and now Ulduar as of this posting. I’m not really sure how to fix this or if it is a bug or not, but it’s a bit frustrating. First raid I ran today was Throne of the Four Winds, it was normal, it had me set at Heroic/25 Man, the raid portal also had the skull thingy over it to indicate Heroic Mode, but that is not the case with ICC, EoE or Ulduar.

Edit - Also, I realize that Ulduar doesn’t have Heroic Mode, but it does have 25 man and it keeps resetting me to 10.

I’m having this same issue as well with ICC and with some BC dungeons

I’m now having the same problem with Ulduar too, it refuses to be set to 25 man, only 10 man

Ulduar does not have 25- and 10-player modes. Because it’s available as a Timewalking raid during WotLK Timewalking, it’s been converted to a Flex raid. That means it scales between 10 to 25 players, depending on how many players are in the raid. Soloing it reduces it to the minimum, 10-player.

The old separate loot tables for 10 and 25 were combined, so theoretically every drop is still available.

Ah, I see, well then I wonder what the issue was with ICC because it does have a 10 and 25 man as well as a normal and heroic mode. Yet, it reset to normal on my Death Knight, despite the difficulty being set to Heroic/25 Man before I entered. Oddly enough the issue of ICC didn’t happen on another alt, so maybe it was just a weird one off bug for that character?

ICC still has an attunement requirement. You can’t run it Heroic on a particular character without first having cleared it once on Regular on that character.

I don’t think 10 versus 25 has any particular requirement, though.
