Basically, all of the raids which have a Timewalking variant have their legacy scaling broken (Black Temple, Ulduar, Firelands).
ICC should be working fine, however, as most people are instead reporting the issue with falling through the world when teleporting to the Frozen Throne which implies they made it that far without issue.
