If level squish never happened, with a level 121 character being 11 levels over legion content a legacy buff would be given to those running this content.
Was it removed? changed? any info would be very helpful

They changed it from automatically happening once you’re 11 levels above to manually flagging the raids as legacy.
there is no manual legacy mode. they just won’t enable it for legion.

Except for the fact that they activated it for Legion back in March, sure.
Legacy LOOT rules. But not the legacy damage buff.

My level 50 characters have had legacy damage in Legion raids all through the pre-patch. I just checked in Heroic ToS and still have about a 10x damage boost.
Also the legacy loot rules in March also introduced the expected damage boost.
