Layering, You think you do, but you don't. Explained

Layering might be a long term thing

So lets say each layer has 3k players on it. Lets say they cap the servers at 10k players at launch. A month into the game and about 3k BFA tourists go back to BFA. There will be 7k players left and two layers of 3.5k players on each. Say those 7k players are in for the long term. There will then be two separate layers on the server for the long term, thus ruining the vanilla experience and no real server community can take place. What are your thoughts?
