Does anyone know how long layering will be a thing or is it perm?

If you’re talking about Classic, this is the wrong forum for it.
But Blizzard are planning on removing it by the end of Phase 1 of their content plan.
You’d deff get a better more informed response in the right section. Like the second coming of Jesus in that area so they should have some idea. I haven’t bothered to look much into the layering as it doesn’t bother me one way or another when I go to play it.

It’s temporary just to ease the initial rush of people at release. Over the next weeks or months they’ll gradually get rid of it as things settle out. The plan is to have layering entirely gone before Phase 2 releases.

In my experience, layering lasts until you right-click and choose “flatten image”, or you save as a non-layer-supporting format.
