I dont think want you moving freely between layers. I’m pretty sure they do this so you won’t feel like you’re on a dead server.
I think what you mean is: When there are too many players in a zone, a second layer is created. Like a new instance of a dungeon. To keep servers from melting.
Correct me if I’m wrong 
As far as I can tell it’s like a layered cake each realm is unique to pass to the other one you share in the frosty layer<easiest way to explain it and tasty too.
