I was told “What would we recommend, is reporting this challenge on our tech forum, so that it can be added to World of Warcraft issues information pool, and our developers can take a look into it, as they have the necessary tools to investigate this challenge”, so thats what I am doing. Not looking for discourse, dont care how I come across to robots. Below is the transcript.
Me: WoW runs only as a background program after latest patch, despite all troubleshooting options present. Everything you have suggested has not resolved the issue and it has cost me prepaid game time. Classic runs just fine with the same settings as War Within; this is not an issue on my end.

Me: 1. The Anti Virus software already makes exceptions for all blizzard products. Again, Pandaria Classic plays just fine. War Within does not. This isn’t on my end. 2. I don’t think going to other players is the appropriate response here. This personally started with the last patch to the War Within version of the game; it is also a known issue on Blizzard’s side that isn’t being acknowledged or fixed that dates back on your own forums as far as 2020.
To attempt to push responsibility onto the IP is poor business and definitely lets the player know you don’t care to listen or you don’t care period. As stated many times in my original ticket as well as this one, the Mists of Pandaria Classic runs absolutely fine on my system. When attempting to play The War Within, (which I paid for and paid for game time to play and is now a completely wasted opportunity) the program runs as a background application and despite attempting every possible solution or option, the best I can do is force quit the application.
Instead of sending automated Copy and Paste responses that boil down to “turn it off and on then go ask your friends”, I’d like an actual human conversation on why this isn’t being addressed on your end.

Definitely tried the “Scan and Repair” tool multiple times. Absolutely did not work. MoP Classic runs just fine. War Within does not after your latest patch.

I mentioned that the forums are ripe with other users experiencing this same frustration for the last five years with no answer from Blizzard; please don’t word mine an actual complaint for keywords with your virtual assistance, just be a human being. I’m not sure what you expected “these steps” to accomplish, as I have now stated in each one of these tickets that I have attempted EVERY troubleshooting mechanism your AI bots can regurgitate.
This problem is not on my end in any way save for the headache that I cannot play the game I paid for.

Me: Again your AI bots are asking questions that have already been answered. Yes, I have “had a chance” to verify the game files. One would think that uninstalling and reinstalling the software, utilizing the Scan and Repair tool, and generally doing EVERY TROUBLESHOOTING OPTION presented would address that.
Again, it is not on my end, please stop suggesting I manipulate this software anymore, it is not a solution.
Neither is suggesting I update drivers. I’m not a child, nor am I unfamiliar with how software operates.
I am using DirectX 11, as I have already reverted in my system to the previous version because your software is incompatible with the new drivers, however your program still isn’t running correctly. To suggest one can change that in the Blizzard App is also ridiculous; there are no available settings within the app to change that. One would have to go into the actual game to change that setting and I am sitting here watching my game time run out.

The Forums are not where the player should go to get the game fixed. This is on your end, why are you ducking your responsibilities?
Do not send me to the forums to fix your problem. You should fix your problem. You have an incompatibility in YOUR program.

A computer cannot understand frustration, which is why I continually ask for a human to reply. False platitudes are hollow.
Your expectation is to take my entire setup to a “local computer or network technician” for your incompatible software? Your software is not compatible with the most recent AND the previous version of DirectX; this only came about from your last update and patch to the game. This has happened before with Dragonflight and Blizzard had to fix it. Go look at your revered Forums yourself. I’m looking for a human being, not some computer software learning module. Sending your customers that need help to the other customers that need help is bottom tier service.
