Even if the 20% packet loss isn’t real, and it might not be, the 4.8 second latency spike and the average of 0.9 second latency at this hop will cause issues on games like WoW. You should contact your ISP, and ask them to check out the issues on this hop.

The hop is after it’s left my ISP.

You would still need to contact your ISP and have them open a ticket with level 3. Level 3 is your ISP’s peering partner

However, I did as you suggested, and got pretty much no where with my ISP (Cable One).

The agent I spoke to didn’t seem to know what level 3 was, and they basically rejected the idea of me talking about winmtr or pingplotter results. Basically can’t play WoW and also have a very difficult time getting the forums to load as well. Not totally sure what to do from here.

You call the isp back and ask for an escalation to a higher level tech who can read the winmtr.

I’ve got the same ISP, and they basically told me they’ll only do anything if they get enough reports.
