Anyone else having this issue?
I’ve ran several T8 vaults (with my first two slots already being T8) and no matter what this last slot will not upgrade from T1 to T8.

So the last slot only upgrades based on the lowest of your last 8 runs… So you need do a lot higher runs to push that up.

I keep doing T8 delves and the last vault slot will not change at all.
There is a bug, and I wish people would stop saying just do more T8 delves.
It just doesn’t update, no matter how many you do.

Adding another to the list. I’ve done maybe 12 tier 8’s this reset (and only tier 8’s, nothing below), and the third slot is still a Tier 1 reward.

Seconded, i haven’t touched a delve under t8 since i unlocked it on day 1. 3rd vault slot is T1.

First slot is your 2nd-highest delve
Second slot is your 4th-highest delve
Third slot is your 8th-highest delve
(various open world activities are treated as if they were T1 delves)
So if you have run less than 8 delves on a character, the final slot will not be higher than T1, no matter what rank they were.

Yeah, turns out this is true after all. I finally got all 3 slots to turn. The problem is you get a bunch of junk queued up in there from world quests or whatever, and if you lose count of your delves, it seems broken.
I think the way Blizzard worded the text is very wrong and should be changed. It will constantly say “Complete a Tier 2 delve or higher to increase this reward’s item level” which is a lie in that both Tier 2 is not enough and completing one more is (usually) not enough to do anything at all.

It’s a pretty annoying flaw in this design. When you have to do 4 world activities a week to get your delve keys, that takes up the last slot as a tier 1. Which means you have to do probably around 12 or so delves to outrank it. More if you do more outdoor activities besides that.
I’ve only had to do 8. I did the world events and weeklies first, then my 8 tier 8s and all my slots are for tier 8.
Tier 2 is enough - if you completed enough tier 2 delves, the slot would update to a level 2 slot.
No… you only need to do 8.
The game determines your loot by slot based off of the following:
Slot 1: Your second highest world activity.
Slot 2: Your fourth highest world activity.
Slot 3: Your eighth highest world activity.
So if you did 3 tier 8 delves, 2 tier 6 delves, and then 4 world activities… you’d have a tier 8 slot 1, a tier 6 slot 2, and a tier 1 slot 3.
If you then did one more tier 8, you’d go up to a tier 8 slot 2, but still have a tier 1 slot 3 because you’ve only done six activities above 1. Your eighth highest is still a ‘tier 1’ aka world quest.
If you then did 2 tier 5 delves, you’d upgrade that third slot to a tier 5 because your eighth highest would be a tier 5.
I did and slot 3 is not 616, the first 2 are. I’ve done about 8 now. I’ve not run anything less than 8s.
You probably miscounted. Nearly every time someone has said their last slot hasn’t bumped up to a t8 reward it’s because they lost track of how many Delves they’ve done. The bottom slots count all world content, not just Delves, but other world content only counts as a t1. If you’ve done anything else like the Theatre you likely need another t8/Zekvir or two to push it out to secure a 616 in your last slot.
IDK if this is 100% the case but I did Zekvir’s Lair and it upgraded after having a similar issue.
Having the same issue, stuck at 584 after 3 t8 Delves 
(Edited: that’s 3 t8 delves, after the last slot opened.)

You need to do 8 tier8 in order for the 3rd slot to give 616. 584 is world content level.
I’ve had the reward not update after clearing enough delves before. Relogging usually fixes it. Cant say thats whats happening on the end of some people here, but it couldn’t hurt to try.

it takes 8 t8 delves to get the last slot to 616. if you do 1 less, it will stay at t1.
3 after the last slot opens would be 11
