When doing the quest, if you board up the windows BEFORE telling the 5 citizens to get to saftey, the quest bugs out and you have to drop it and restart the questline.
The chat option to tell them to get to saftey gets removed, and I was stuck at 4/5.
I found this to be accurate! In June of 2021, I was running Kyrian covenant quest line, and ran into this issue. It seems natural to tend to the building (The boarding windows part) first, since you pick up the quest at the building… but please warn the townspeople first! Then do the windows, or you will waste a half hour of your life! Fun quest line tho!
I talked to people first and I was unable to board up the last window leaving me 3/4 windows boarded.
Still bugged.
I think I missed the last window, so that part isn’t bugged, but boarding windows BEFORE talking to people still bugs it.

This, still bugged. As a Horde player it shows the humans as enemys (red names being shown) instead of a neutral or friendly color :(… So we cant talk to anyone but the Children… although there are only 3 neautral children to speak too leaving you at 3/5 Citizens warned.
A way i found around it, abandon the quest > Log out > Accept Quest > Save the 3 Neutral NPC children > Right Click your Name plate/Avatar and leave instance group > Log out > enter instance > save the children again since they respawn. (Board up the windows last) Sometimes the option of talking to the children will not come up, if it doesn’t then just abandon quest and try again.
As a Horde player, this quest is bugged as of 9.2.5 - you are unable to warn the villagers as they all show as “Unfriendly” and therefore unable to communicate or complete the quest objective.

So I got it to work, and I tested it on two toons. just follow these steps and you will be able to complete the quest ( I am horde )
Step 1: Compete for all tasks till the magistrate gives you the quest to warn the children and board the windows.
Step 2: warn all the children you can first DO NOT TOUCH THE WINDOWS. you should end up with 3/5 . once you have this logout.
Step3: Log back in this time you will be out of the man’s body and back to your normal toon. you can move around like this, so at this point just run down and talk to the children again. note if they are not there log out and back in till they respawn. once you have this completed go back up to the guy and jump back into his life to finish the quest.
now Ben does not allow you to channel at the start. it gets worse as the day goes on I guess
