I’ve been getting the same thing except only on a single character. My paladin here is perfectly fine, but my rogue seems to lock up every 5 to 10 seconds for 10 seconds or so.
Edit: Should mention I’ve deleted/renamed cache, wtf and my addons folders.

Does the issue only happen in certain areas of the game on this character? Like instances or battlegrounds? Or crowded areas like cities?
You mentioned resetting some of the interface, but I’d recommend resetting the entire thing when testing. Try that and then test the character.
If it’s only affecting one character, we may also want to reset in-game options for that character. To do this, pull up the character selection screen and then go to Menu > System > and select Reset User Options at the bottom of the window. Then log in with the affected character and test.
No change, unfortunately.
Edit: It’s occurred everywhere. Questing in a corner of Nazmir or trying to mount in the great seal.
