Yes, an expansion where they introduce hero talent specs, which share two class specs, all of which are being tested and have two hero specs already assigned to them, is going to then add a fourth class spec which would then need hero talent specs to also be designed and other shaman specs to change which hero spec they have access to or else the tank spec wouldn’t have two choices.

There’s no lore for fire hydrants in game. You’d have to settle for a small yellow water elemental with grass around it.
That would be acceptable.
