I’ve been at this for 20 days. I have not gotten one piece. The only piece I have is one I got back when Korthia was relevant content. All the quests are unlocked, etc.
Is this normal? Jesus. Who had the bright idea to combine a grind with raid boss RNG on dailies? And please tell me they’ve either never been allowed to design anything again or they got therapy.
In order to get the special quest givers WITH xmog quests to show up on alts I had to complete the Chains of Domination chapter 4. That requires 9/9 covenant chapters…Before picking up the quest, I think you need to switch your active covenant to the one with the xmog you want or the items wont show up as rewards.

Make sure you’re doing this.
If you check but DON’T PICK UP the quests, you can also swap covenants to see if another covenant has a transmog reward.

…you mean people just hot swap their covenant every day doing this? jfc but wasn’t there a week cooldown on covenant swapping back when SL was live? Who thought this was a good idea???
Honestly if I had to guess it was never the intention that people swap covenants to do this daily (because as you said it had a cooldown). It’s just a quirk of the relaxations given to the swapping system that you can now.
Otherwise Shadowlands was still an xpac of bad systems and grinds, for sure.
Oh and by the way, I can’t remember if you get presented different quest givers or possible rewards by swapping in and out of warmode…but for some reason that rings a bell. I’d test it!
