Please, help me understand what I'm missing here.
-Killer Instinct gives Kill Command a 50% increase in damage to enemies under 35% health.
-Animal Companion summons the first pet in your stable, which "will obey Kill Command, but cannot use pet family abilities".
My question is this: Won't Animal Companion do 100% additional Kill Command damage, instead of just 50% increase, AND all the time, instead of just when your target is below 35% health?

Animal Companion is just a bad talent even worse than Hati, at lease he could play dead. Blizzard just added it so Hunters would be happy with having two pets again.
All of the t1 talents are very competitive at the moment, the only exceptions being a prolonged execute phase for Killer instinct and Mass AoE situations where the haste pulls ahead slightly from Dire beast.
The talent itself IS a small overall increase in damage. I did not really calculate what % last night when I was messing around but I probably will see to that tonight.
For example single pet is hitting for say 300 dmg and KC for 1500.
Two pets (with AC talent) are hitting for say 170(each) x 2 = 340 dmg total and KC for 800(each) x 2 for 1600 dmg total.
The numbers are made up because I'm not in the game right now but after adding them together, I did see an increase in overall pet damage. It is not, however, anywhere near double the pet damage. That would probably be very insane.

Gotta make sure you word this right. Animal companion makes each pet deal 60% of what only having 1 solo pet can deal.
60%+60%=120% so the damage of both pets together equates to a 20% increase.
AC and KI and Dire beast are all running close together in damage. The issue with AC is that your risking the Blizz AI for the second pet to act right. Beyond that, they are all pretty competitive ATM.

Play neither of those talents.
BM is 100% cookie cutter at the moment, and any deviation from it is a substantial loss.

This right here. I was really looking forward to continuing to run with my pair of pets, only to find out just now that the Animal Companion/Hati Substitute is a daft idiot that won't obey Play Dead, respond to Feign Death, *OR* a Follow command.
A pet that won't break combat until I run (what feels like) a thousand yards away (and then only despawns and takes forever to reappear) is pretty freaking useless.
Please tell me the lack of the Animal Companion obeying Play Dead or Follow is an oversight...

That is maybe true for PvE. I'll take your word for it. I loathe pve. PvP talents are entirely situational. Just out of curiosity, which PvP talents are in the cookie cutter build for PvE combat.
i guess the only time it would really win out is if you are using stomp
Animal Companion is a significant damage loss compared to Killer Instinct Icon Killer Instinct. On top of that, it adds another element of pet AI reliance to your gameplay, and we do not recommend it for any situation. Keep in mind that this talent reduces your pet's damage done by 40%. It is not nearly as good as it looks on paper. This talent can be worth using if you have more than 2 ranks of the Pack Alpha Icon Pack Alpha Azerite Trait.

It's not meh. It's the worst talent in the game it does less damage than picking no talent at all.
AC would be 2x60% damage for a 120% damage total...
Except the 2nd pet doesn't do focus spending Basic Attacks.
So you have to then subtract that damage from your 120% theoretical increase.
It usually ends up a single target wash or even loss, but an aoe/cleave increase (because the 2nd pet does beast cleave and stomp).
But the bugs will outweigh the advantages quite often.

It's nice when an enemy tries to CC the pet only to still be attacked by the second.
