I have the Wild Wyvern Wrangling quest that is supposed to lead into me getting the Kill Command rune. One of the objectives is to get a Hypnotic Crystal to drop from Mutanus the Devourer. Everything I have looked up indicates it is a guaranteed drop, it did not drop. Support basically said to make a bug report and they cant give me the reward, so I guess im SoL for this rune.
Edit: Gone back and re-done the dungeon. Still no Hypnotic Crystal from Mutanus.
