The quests “Goddess Watch Over You” and the Kirin Tor World quest NPC’s are missing in dalaran since the TWW went active. I cant turn in either.
Same goes for Work Orders in Dalaran like Work Order: Word of Intellect. Can’t even turn them in because there is no npcs for it.
Warmage Silva in Dalaran is missing.
I’m pretty sure these NPCS have been bugged since pre patch with no way of turning those quests in and I really wanted my rank 3
So how do I get to Khaz Algar then?
I was coming to complain about this myself… Can’t do my legion class mount quests or any of that so i logged onto a slightly lower level warlock so I could get it done on that one… That warlock hits 68 whilst doing quests in legion and then Khadgar immediately disappears and isnt available to that warlock either… its bricked past level 68
supposedly if you have the floating khadgar head in a crystal ball toy you can use it to complete some quests, might be worth a shot
I had to do the intro quests for TWW, all the way to when you get to the beach on Khaz Algar. Then I could port back to Legion Dalaran and Warmage Silva was there again to turn in the Kirin Tor WQ. Khadgar is visible to me, again, too.
Low level characters are screwed.
Yeah, been levelling a Druid alt and trying to complete the order hall (first time on a Druid) but I can’t unlock world quests to complete the campaign because the necessary Khadgar doesn’t exist. Thought maybe I had to do Bringer of Light (which was available on one Khadgar version) but when I did it, my minimap shows where to turn it in, but there’s no NPC to click on. Very frustrated, I just want to get order hall stuff done before getting into TWW but I’m unable to because of this annoying glitch.
Same issue here, trying to get my class order hall mount but Khadgar isn’t in the Violet Hold so I cannot accept the Uniting the Isles quest… Super frustrating!
If your character has it in the journal log, you have to do the starting quest that gives you a charge of a Dalaran Hearthstone to talk to Alleria and then he’s freed. I don’t know why the quest is still in the books, but once you do the quest of when the Radiant Song begins, it unlocks the NPCs. You don’t have to do anything other than talk to Alleria, turn into Khadgar and then it’s all unlocked. If that doesn’t work, I’m not sure
So, here’s another twist to it.
I went back and did the KT WQ quests on a level 80. Went back to Dalaran and can’t see Silva to tun them it, or Khadgar, either.
No idea what to do, since this character has clearly done all the TWW intro quests (and far beyond).
Still bugged. Emissary weekly done, but NPC not there to turn in, so just wasted my time. I’m level 80, so no reason this should still be an issue.
At least the support article about Khadgar admits now that he’s not working as intended. 
On a level 70 character trying to finish Balance of Power (this is the character I have the most finished on for it), and needing to grind out Varajar rep, so I did the Kirin Tor WQ for the emissary rewards, quest NPCs missing. So I did TWW intro like a couple people mentioned, and they still aren’t there. No idea what to do now for that quest. Not game breaking for me fortunately, but still frustrating.
