I attempted something like this. I logged onto a character that has done the max level quest to completion and not Lingering Shadows. Khadgar is there, logging back onto my character that hasn’t finished the max level but did Lingering Shadows he still isn’t there, but the lighting effects are as others have noted.
Next I’m going to try a character that’s done nothing.
Edit: After attempting multiple characters, he only loads in for characters that have done the level up campaign. Any character that skipped it/Dalaran intro don’t see him.
There is zero indication of a quest for me. Khadgar is there in his chair but has no quest for me and I have the lingering shadows achievement and completed the entire story on this toon… This is the only toon I have bothered with the entire story for TWW, and the one I’d like to finish out the story with this section, but I am unable to get the quest. it’s very frustrating not being able to do the content that is available because of a bug.
Same here I have used this from wowhead /run print(C_QuestLog.IsQuestFlaggedCompleted(82690)) and it showed True
Okay Guys and Gals this is what your going to need to do the get Khadgar to show back up to get the Fate quest MAKE SURE YOU HAVE ALL OF THE CAMPAIGN not just the Lingering Shadow’s but the first part of of the Campaign also I have the Fate quest as of right now because I found 2 chapters not done
If you obtained “Lingering Shadows” achievement and still cannot see Khadgar but the quest appears in your mini-map. You have to complete the “The War Within” storyline on current toon:
- Against the Current
- Ties That Bind
- News from Below
- The Machines March to War
- A Light in the Dark
After you speak to Anduin you’ll receive “The War Within” achievement, head back to where the quest “Survivor’s Guilt” and Khadgar will be visible now.

3 days now and still no Blizz response on here for a very broken main quest… good job Blizz
if you skipped at 60 khadgar was never rescued so he still is not there but the lingering shadows is.
OK heres the resolution… You have to have done the whole max level post skip campaign. Rescuing khadgar is at the end of it. You have to do all the stormrooks and returning back down to ringing deeps, azkahet and hallowfall chains, then you rescue khadgar and then he’s there.
