Well since these people are not helpful I’ll get your back. Have you done the first part of TWW intro quest yet? It messes with Khadgar’s location.

I’m not sure how to tell you, but I can not lie to you. I must tell you that if you do see Khadgar…you might be in a real life version of a movie called The Sixth Sense, if you know that movie and what its about…and you see Khadgar…

Okay, next step, have you done the intro to the Legion Fall stuff yet? Khadgar sometimes wont appear for Uniting the Isles when he is standing out at the landing pad with the order hall reps.

You can if you have done it before, go check the landing area and make sure he isnt there. If not, then get your shaman fully through TWW intro quest.
im dont he into quest im like 1/2 way through the campaign
ive dont he uniting the isles on my dk so he should be there
I am not really sure then, these are the common problems with getting Uniting the isles. You may want to put in a ticket about it, if you can navigate blizzards horrible automated system.
Just see if you can find Khadgar giving you quests anywhere else and complete those. It might fix it.
