Still Bugged. Sucks because I am pretty new and I wanted to get Loremaster in order of expansion and I have finished all of Kalimdor and the bottom half of Eastern Kingdoms. Hoping it will be fixed by the time I have finished all other quests in the Eastern Kingdoms.

Reporting in 08/11/2024 right after a quick 1hr maintanance on N/A server as alliance Currently Still does not open the shop menu he does greet me and speak to me though.
I certainly hope this isnt part of the lore master achievment as thats the only reason i came to talk to him

You can skip the entire quest chain that requires this vendor, and still complete The Cape of Stranglethorn portion of The Loremaster of Eastern Kingdoms Achievement.
Once you get to the Bustling Booty Bay section of the achievement 4 quest chains will unlock.
•Stanglethorn Fever
•Message in a Bottle → Protecting Her Royal Highness Poobah—>Grubby Little Paws → Mukla’s Demise
•Scaring Shaky—>Return to MacKinley—>Kill-Collect
& Finally the quest chain that cannot be completed as of 11/08/2024 due to this vendor being bugged currently.
•The Captain’s Chest—>A Giant’s Feast → A Dish Best Served Huge → Mok’rash the Cleaver
To unlock the second end portion of Bustling Booty Bay and progress in the Cape of Stranglethorn Quests Achievement you need to unlock the quest “The Bloodsail Buccaneers” from First Mate Crazz.
The only requirements to unlocking this quest are completing either Kill-Collect, Mukla’s Demise, or Mok’rash the Cleaver. Since the last one I listed can’t currently be completed just do one of the other two or both.

With the new quest that showed up today from Alyx at the 20th Anniversary event, which takes you to Booty Bay to speak with this vendor, he now appears to work correctly.
It would seem the 20th Anniversary patch broke this vendor until the quest that involved him was finally unlocked, either that or they finally bothered to fix him with an anniversary event leading to him.
