Theres only 363 total parses at the time of me posting this. The sample size is far too small to make any kind of determination.
Frost has literally 0 parses on the final few bosses and of the parses that are available, they’re being propped up by the Sun-King fight playing to DW BoS’s strength. The fight was basically taylor made for cleave burst windows.
Look at every other fight and see where DW BoS Frost is.

This is a joke, right? WW has been mediocre in PvE and average in PvP the past 2 expansions and now that it’s slightly above average in PvP and great in PvE it needs to be gutted?

2H frost can put out enough dps to meet the berserk on any fight on normal and heroic.
There are no hard dps checks in normal or heroic. Just berserks.
You could bring all 2h frost DK’s as your dps comp and still clear normal and heroic (assuming they have appropriate gear and skill).
You don’t wipe in normal or heroic because the spec you are playing is not top tier.
You wipe in normal or heroic because either the players don’t understand the mechanics or the players don’t understand the spec.
If you wipe on sludgefist it is either because the players died from not understanding the mechanic or did bad dps from not understanding the pillar mechanic. Or because they don’t understand their spec.
Any spec is viable for normal and heroic.
Later mythic fights dps absolutely matters.
Not all groups are going to do the best damage, not all groups are going to follow mechanics perfectly, especially when progging. Therefore it is up to you to maximise your dps so if someone does fail, at least some of your damage is going to make up for it.
If you’re not maximising your dps in raid, whether it be heroic or normal you’re a hindrance. Plain and simple.
To echo what others have already said, unless you are pushing content that requires “the best” dps, I think you will be fine going as 2h frost. Now whether your guild will care and or/want you to switch to dw frost or UH may be a different manner but I would assume normal and heroic raids should be okay.
Got to 1600cr on 2s yesterday with a disc priest friend of mine. 214 ilvl, almost 5k patchwerk, still fighting for that AOTC on Denathrius.
So I’ll be really honest with you guys, 2hand Frost DK can do HC Nathria without issues, we won’t top DPS meters against the big bois like lock affli, UHDK, MM hunter and so on, HOWEVER we can hold on our on nicely.
IF you parse really high, IF you have some good BiS and high ilvl and IF you get a roster to accept you, it can also go for Mythic CN, but make no mistake it will be pure misery and you will be easily replaceable.
On PvP, ok I’m not SUPER high but I got at least SOME experience on it. We truly need an execute-esque ability yo finish off fights and more overall damage. If the burst window is well set we can do some stupid amount of damage, but then, YOU NEED A GOOD SETUP. The big dogs right now just pop cooldowns and bam, you have been successfully globaled. Our ofensives are not as strong as the others, our defensives are miles weaker than others and with DS gutted, so did our survivability without a healer. Better days will come, Kings.
My biggest issue with Frost, particularly 2H Obliterate, is that their overall damage profile is completely all over the place. BoS does have this issue to a degree, because enemies don’t like to just stand still in one spot, but it seems especially bad for Obliterate 2H. Tying Killing Machine into auto-attack crits feels really awkward, made worse by the fact that getting a crit isn’t guaranteed to offer a proc. It causes this ridiculous feast or famine sort of game play that (I had thought) Blizzard was trying to move away from. If you want to tie KM into auto crits that’s fine, but when RNG screws you over several times in a row before finally offering a KM proc, that’s not fine. Maybe if you’re a DW Obliterate (for whatever reason you’d go that route instead of BoS) I suppose its not that bad seeing as your weapon attacks are faster, but with a slower 2H it feels really out of place.
Then there’s the fact that Obliterate just by itself without a KM proc hits really weak. Its supposed to be this kind of iconic attack that Frost is known for, even without a proc critical, but then it hits like a wet noodle even on that crit. Can anyone explain to me why Blizzard just doesn’t let Obliterate do frost damage (or at the very least, half frost half physical like Unholy’s Scourge Strike) so it at least benefits a little bit from Mastery? Locking Obliterate doing Frost damage behind a KM proc is just… why? Is it really that necessary? Quite honestly, I feel like a quick and dirty fix would be to just get rid if Obliterate rank 2 (seriously, why does this even exist?) and increase its damage by 35-40% instead of the 20% of rank 2 Oblit if they’re going to insist keeping the ability physical outside KM proc.
And Frost’s talent tree is just kind of all over the place, to be honest. IA feels really bad for 2H Oblit because it takes so long to get a stack (and its damage is laughably small). Icy Talons doesn’t even get used in conjunction with BoS and RA because the nuke from Cold Heart is so good. Horn of Winter has no business being a talent; give us back our party/raid buff, please. Frostscythe is still gimped, Hypothermic Presence still doesn’t seem to work properly, Glacial Advance is a joke with how strong Gathering Storm is, Icecap is a joke and Breath seems to be the only optimal way to play Frost and Frost is still a poor choice when compared to Unholy. Who, need I remind you, has more constant damage profiles, which is why so many people pick it up in the first place.
I love Frost, and I’ll still play it damnit, but come on Blizzard. At least attempt to do something about the huge disparity between the two DPS specs.
Ill tell you why the Frost damage for Obliterate is locked behind KM procs… the playerbase suggested it as a way to have Obliterate scale with mastery and pushed for it. It wasnt Blizzards idea, its was people who supposedly played the spec. Blizzard asked the playerbase, all classes, what they wanted and for frost it was 2h, big obliterates, obliterate scale with mastery with KM procs. That was the extent of input from the community which those people arent playing anymore because they quit in the pre patch.
Because I actually do more damage with obliteration over BoS, sim me yourself. As for why I play frost? Because I primarily play m+ where frost seems to do more damage for me and it also does great/more damage for fights like sun king.
