Kaz the Shrieker Bug? Can't locate NPC

I’ve been away from the game for a long time, and I’m trying to start the “Mossy Fate” quest line for flying in Draenor.

But I can’t locate Kaz the Shrieker anywhere. Does anyone remember having this problem?
