You probably saw them casting Frostfire Bolt. It was reintroduced via the Frostfire Hero Talent Tree at the start of TWW and it’s one of the most popular mage specs for PvP.

I use frostfire on my fire and frost mages. Has to be a bug

Were you in comp stomp? If so, those aren’t actual players. The NPCs on the opposite team aren’t always updated to current class design. Priests on the opposing team in that brawl still cast shadow mend even though the spell was removed for players.
