Is it best to join a guild after you level up to where you can go into dungeons or raid? I am new at all of this and trying to decide if signing up to another guild is a good idea.

It kind of depends on what your purpose for joining a guild is.
If you’re just looking for a guild to have a guild, then joining a random guild while you’re leveling is as valid a choice as any.
On the other hand, if you’re looking for a long-term raid team or people to do other level cap content with, taking your time and shopping around for a guild that fits you is a better choice.
From a practical standpoint, a guild isn’t strictly required, even if you want to do dungeons or raids. Dungeons of appropriate level can be queued through the dungeon finder (default bind “i”), and you will be matched with four other players in your level range by the system. Raids are a bit trickier, as they are technically level cap content for each expansion, but you’re unlikely to find sufficient other players queueing for the LFR difficulties of raids with that available. Instead, most people wait until they are at least 10 levels over the level of the raid, and then return to the easiest difficulty versions and solo them or find a few people to run them with.
