Jaithys, the Prison Blade hotfix question

What exactly does the Dec 6th hotfixe mean?

“The Harsh Tutelage buff from Jaithys, the Prison Blade now extends its own duration if it triggers again at the same power level while it’s already active, up to a maximum duration of 9 seconds.”

Is that a nerf or buff? at max rank my weapon says “Equip: When attacking an enemy, Jaithys has a high chance to guide your blade towards a weak spot, dealing 4,188 additional physical damage and granting you 361 Strength for 3 sec.” Is the hotfixe something you gain addition to the buff? not understanding it.

Every time the proc happens, instead of refreshing the duration it now adds an additional 3 seconds on the buff, up to 9 seconds.

I DPS’d for like 10 straight minutes and did not see it ever proc’d for more than 3 seconds at a time; however, it appears to proc’d more often? Looks like Harsh Tutelage did about 3.3% of my overall DPS.

It’s an ever so slight buff. The proc rarely happens enough for it to stack, but if it does now it’ll give you more time on the strength buff overall.
