Does the Jailer have anything to do with this void lord or is this a level up from the jailer? I am trying to follow the story but the new area isn’t as “crisp” on where the bad guy came from. Is the like the lord of the Maw?
Dimensius is a void lord, originating in the void.
Zovaal was native to the shadowlands.
He might not be from the Shadowlands, but Dimensius is obviously part of the Jailers 6D chess plan.

What should worry Pelagos, the Maw, and the rest is that souls some how get lost in the void
Take a look at the “wow cosmology chart”. It defines six realms in which Azeroth and mortals from other planets live. The realms are Life, Death (Shadowlands), Light, Void, Order and Disorder.
Shadowlands was all about dealing with the Death realm where “The First Ones” created the “Eternals” which included Zovaal the Jailer.
Now we are dealing with the Void.
Dimensions wishes he had the screen presence and aura of the big bad Zovaal
