Most of the other human kingdoms are leaderless, or if they do have kings such as Stromgarde, Gilneas, they have no heirs. All the human kingdoms must be folded into a strong core kingdom, which is Stromwind. Only then can humanity face the horrors of the immoral non human races. First order of business, send the violent alien invaders (orcs) home, by force. Because by the Light, have they overstayed their welcome on Azeroth.
This could be the theme of the new Human Empire.

The Alliance may as well be the Human Empire.
All other races are just sideshows.
The Horde are also the newest members of the Human Empire

Isn’t this the current case anyway? At the very least, Gilneas seems to be in Stormwind now because the writers got inspired by Thor: Ragnarok and decided that Gilneas is a people, not a place, thereby justifying never having the old land of Gilneas get reclaimed by the Gilneans.
One of Mia Greymane’s lines when you click on her is a literal reference to a line spoken by Odin in Thor: Ragnarok.
I’ve always did have this personal opinion that people that just make avatars look like themselves were either:
A. Struggling to comprehend fantasy
B. Total narcissists
I don’t know when we’ll get a research study on this but that’s just my two cents on it.
Gilneas is de facto part of Stormwind, but de jure is still its own kingdom. What I propose is all humans unite under one banner, and yes Worgen are still in heart and soul, human.

What are Alterac, and Stormgarde anyway? Literally they’re defunct kingdoms.
Dalaran isn’t a human kingdom anymore it’s now the mage city.
Kul Tiras, Gilneas, and Stormwind are what remains of the 7.
Loderon is literally covered in putrid gas and a bunch of dead things live inside of there. So that’s not a thing anymore.
The only stories that can be expanded now are Alterac return, and Stormgarde return.
Gilneas had the right of it on the matter of green-skins. Could have killed them all then and saved everyone a load of trouble, and a load of lives like as not.
The only one that might be hard to convince to join a human empire is Kul’tiras, since they still have a strong government running things. Also Dalaran is like 90% human still.
Well they’re in the alliance now and they’re the fleet according to BFA.
But I mean for an empire to exist Stormwind would need to resurrect Stormgarde or Alterac. Honestly this only works if the Alliance takes full control of the eastern kingdoms and destroys the remains of the scourge and begins to siege Slivermoon City.
Well the symbol of Gilneas seems to be the Stormwind Crest now, considering they keep using that Gilean-themed Alliance banner from Legion Dalaran as the actual banner of Gilneas. For some reason they haven’t done an updated banner with the actual Gilneas crest on it.
I personally don’t think the devs have any idea as to what to do with Gilneas, honestly. They’ve gone back and forth on the status of the land of Gilneas many times.
Op bit late to the party this has already happened hence the use of high king title.
Haha, humans get smashed by orcs.
Grabs you and throws you through the dark portal, where you belong
There’s always going to be some stragglers who don’t want to come into the fold. Look at Sigmar, he got everyone bar those frog eaters known as Bretonnians on board with his unified empire. There’s always going to be some who want to stay independent.

Thoradin in Wow’s lore unified all the human tribes. The only problem is they didn’t stay unified after his death.
Thoradin was just WoW’s Sigmar and after Sigmar left all the other human nations did scatter over time much like what happened in WoW.
