can’t beta test, idk about retail.
Retail is up. Beta is down for the Pre patch playtest.

ah, will that disable devourer and void elf dh and haranir and charas above 80 I wonder?
It shouldn’t. As the event has no real bearings on level/specs.
Better question is why the prepatch event play test is only for beta players? Just let everyone test ffs.

I have the PTR installed but the realm shows as incompatible. And there’s people in the thread on the beta test forum that are saying it’s beta testers only. 
It’s an “open beta” in the sense that if you’ve pre-purchased specifically the Midnight Epic Edition you have access.
The Beta is not an Open Beta. It is a Closed Beta that requires an invite through various programs or the Beta opt-in lottery. The other option is to get access by purchasing the fancy expansion edition.
Regardless, the Beta is down right now and the playtest is not happening.
Test servers go up and down all the time randomly so those are not part of the announced Maint schedule.
Live servers are UP right now. My guess is the OP has their drop down menu on Beta.
