is it a bug when we get a neck item level 40 when its an event for lv 50 minimum ?

The event is for level 10+ but the necklace wasn’t scaling up or down. I think it’s fixed now, though, as I saw someone just loot a ilvl 158 necklace.
Can confirm that necks are not scaling properly. Just did a run on a lvl50 and the neck was ilvl 57, my HoA on that character is 132.

I just noticed the ilvl 57 on my 50, too. I wouldn’t compare it to your HoA as that is abnormally high for a scaled item. However heirlooms at 49 are ilvl 58, so it seems like it would be at least a bit higher than that. Either way, it most likely won’t compete for most people until they are higher up due to the BFA necklace. My level 58 character received the 142, which was a small upgrade from the HoA.
Incorrect, new drops have been fixed but those with the previous ilvl 44 version still have them at low levels.
The “Love is in the Air” event necklaces were scaling improperly at low levels and previous epic versions are still unaffected and broken. I realize that new epic versions are not dropping at low levels, but most people have already obtained yet another broken piece of gear, just like the ilvl 49 artifact relics as low as level 10. Once again increasing the gap in low level pvp.

I looted one at level 5 that was 44 item level.
Bump. This is still an ongoing issue and low levels still have item level 44 necks with +50 secondary stats.
