Just wanted to say I’m having the issue too, I have an ilvl 90 object that can’t be de’d. The crafted gear I have can be, but the quest rewards cannot.
I noticed this on my toon that has enchanting as well. The items were level 50 and 51. The item levels were 81, 91, and 95.
I have the same issue here. I can not d/e Shadowlands green BOEs under iLevel 100, but 100+ works correctly.
Same issue here as well. I can’t d/e quest items under item level 100, but crafted stuff yes…
Just adding that I’ve run into the same issue. Hoping I don’t have to vendor all these greens…

This sounds like a very easily fixable bug. No way it’s meant to be this way. I always level my Enchanter 1st just because of this feature.
Suggest that we all report this in-game too.
Started having this bug yesterday. Was able to DE nearly the same exact items on another character last week. Very frustrating knowing that I’m missing out on selling mats early on when the value is so high.

The problem has been fixed…for now.
I suppose after tomorrow’s reset we’ll find out if that was a preview of things to come, or if it was just an oops on someone’s part.
Just downloaded update to the client, this appears to be fixed.
