Full moon is not competitive talent if you compare to Fury of Elune. Talent build that does the most damage with Full Moon lags significantly behind talent build that does the most damage with Fury of Elune. I and many other players love Full moon and want to play with it, so please whoever responsible for druid balance tuning, make it possible for us.
It has a lot to do with the fact Balance ramp is so slow. Eclipse mechanic is tedious and unrewarding; adds to ramp. Moonfire and Sunfire (which effectively feel like the same spell…) are required to do full DPS through our Mastery; hugely adds to ramp when you’re stuck in globals hitting DoTs.
Balance Druid has cool spells like Full Moon and Starsurge that are meant to do a big bursty chunk of DPS, while also contending with the DoT playstyle the spec wants us to keep up with at the same time. This to me is why Balance Druid can feel like it’s fighting with itself on how it wants to play.
My dream for Balance is that they make it a little bit more like Feral’s design philosophy in that Blizzard makes the Balance talent tree more of a playstyle choice depending on how you like to play Balance. Feral can lean more into Ferocious Bite or more into Bleeds.
Left side of the Balance spec tree could be the DoT side with Stellar Flare and other DoT enhancing talents. While the right side of the tree would lean more into a bursty, direct damage spender focused playstyle.
Full Moon is much easier to play in a rotation where all of your globals aren’t being spent dotting packs due to its longer cast time. Fury of Elune is a much easier one-time button press to “set and forget” allowing more globals to be spent elsewhere— lending to Fury of Elune being chosen more often.
