the first 2-3 weeks of live is the ptr, then they make completely random class tunings for 2-3 weeks, then they go silent till next phase, that is the current development cycle
tuning for 2-3 weeks when the phases are 8 weeks long means that for 40% of the phase they are tuning things, then letting things lie so people can get used to the current meta before the next phase. Basically exactly what they do in Retail in a massively tinier bubble.
