There are two different hunter pet issues. One is where the pet when summoned is a lower level than it normally is. The second one is when a hunter dismounts their pet is half health requiring a heal.
From memory the blue post is about the first issue not the second.

This. We’re still dealing with bugs that were reported day 1 of beta. It takes an incredible amount of time for bugs to be fixed right now it’s insane
Bobby Kotick’s recent address to the Blizzard Team confirms they are understaffed. I’ve speculated for awhile now most if not all the Classic team has been moved to help with Dragonflight launch.
