I have done The Mechagonian Threat Achievement on Horde, but when i get on my alliance, it takes out the Mechagon run and says i don’t have the achievement. I AM able to get the Urgent Care quest, and the question mark is there, but Kelsey Steelspark is not. Could it be that maybe the achievement is bugged, so then she is because of that?

Yes. They hotfixed that in the embassy, but now Kelsey isn’t showing up at the fountain.
Someone must of punted her by accident ¯_(ツ)_/¯

Can confirm you no longer need to unlock Mechagon on an Alliance character. I had the “Fame Waits for Gnome One” breadcrumb on my Night Elf, but was able to pick up Urgent Care straight off Aysa.
Now we just wait for Kelsey to pop out of stealth!
