I have a trinket [Empowering Crystal of Anub’ikkaj] whose current iLevel (701) states in the description that my spells and abilities have a chance to increase a random secondary stat by 4,262 for 20 seconds.
However, after some testing, I reproduced a situation where the item didn’t provide me with the value in the description, but exactly half of the value, 2,131.

Could you please verify if there is indeed a problem with this item’s stat calculation?

You’re at 38% crit passively. Are you by chance at the soft-cap already before it procs?
From 0 to 30%, there’s no penalty.
From 30% to 39%, there’s a 10% penalty.
From 39% to 47%, there’s a 20% penalty.
From 47% to 54%, there’s a 30% penalty.
From 54% to 66%, there’s a 40% penalty.
From 66% to 126%, there’s a 50% penalty.

But I’ll be honest with you, I have no idea how to check this. I certainly didn’t know there was a cap, which, by the way, isn’t described in-game. 
I can’t think of another situation where buff tooltips update dynamically to account for being in one of the soft cap thresholds of a secondary stat. Food buffs always show the same value regardless of how much of it we already have. It seems pretty likely this is a real bug, but you’d need to actually watch your secondary stats as it procs to prove whether that is the case.

I tried my best to use everything I had, like the well-fed buff, flask, weapon imbue, cooldowns, and even the trinket’s own crit proc, to try to max out my crit, and I reached the 20% penalty cap. (Yes, after the previous comment, I installed an addon to check the in-game cap called True Stat Values.)

Even if I wanted to, I couldn’t reach the 50% cap… I still think it’s a bug.
