Is unable to be completed as Warmage Silva is not present outside of the Violet Citadel to complete The Kirin Tor of Dalaran.

I am having the same problem. Can’t turn in Kirin Tor emissary quest outside violet citadel in Legion Dalaran and don’t want to miss out on 1500 rep. Please help!
@Humanity – I figured it out. You have to do the War Within Prepatch quests (both Harbinger and the one where you go to Silithus and to the Bronzebeard family quests) for him to reshow up. They must have instanced Warmage Silva in the prematch version of Legion Dalaran. Both short quests; have to do it on the character that you want to turn rep in for. I figured it out because one of my war band characters could see Warmage Silva and that char had done the quests

ive been experimenting on several toons and here are my results so far:
main - emissary present - everything done
main alt lvl 70 - emissary present - did all the pre-launch stuff (apparantly not level related)
alt 2 - no emissary - no harbinger, skipped TWW dalaran stuff, did all the isle of dorn stuff through getting to dornogal
alt 3 - no emissary - completed harbinger, skipped TWW dalaran, did all the isle of dorn stuff through getting to dornogal
alt 4 - no emissary - completed harbinger and TWW without skipping anything
specifically mentioning those 2 quests because i saw other threads mentioning them…
I skipped the prepatch quests and already have access to dornogal, did I just brick my character from being able to turn in the kirin tor world quests? I tried talking to khadgar to teleport dalaran to khaz algar but it didn’t work.
