ISB is just a button you press every sevenish seconds without exception. Aside from the fact that it smooths your damage intake it doesn’t do anything on press. That is annoying and reminiscent of protection tanking pre WotLK having to hit shield block on CD to avoid crushing blows.
I miss the good old days of MoP tanking when using BoK kept your stagger up and we had a whole toolbox of useful defensives: Fortifying brew, elusive brew, guard, expel harm, healing spheres, and zen med all made up different kinds of useful defensive buttons to hit.
Since they kind of made threat unimportant and removed a bunch of our damage mitigation tools, I feel more like I’m working a DPS rotation while hitting ISB to keep the buff maxed and PB on high stagger damage.
Next XPack I think a return to MoP style tanking would be great.
I’m confused because I use all those defensives that you are calling unimportant. You also forgot to mention Ring of Peace and Transcendence.
Also regarding our DPS spells if you follow the priority list correctly I feel like BrM is very APM intense, which pays off for the simplicity of ISB when I play it.
I see that all your logs and mythic plus runs are on Windalker, are you sure you’ve done hard enough content on your BrM spec? If all you tank is World Quests then yes, the spells you listed will feel useless.

All of those abilities you listed are still there except elusive brew.
And we have dampen harm and ring of peace.
Guard is there, but High Tolerance seems too strong to pass on in general. Ring of peace is great for trash, and situational at best for raids. I could get by on the CDs we have now I just really don’t like having this button that I hit every seven seconds that does nothing more than maintains a buff.
