Is /who working?

I haven’t been able to use this in over a month, every time it just says “0 Players” and I have even tested this with people I KNOW are online and on my server. What gives?

I don’t think it’s working correctly, I’ve tried it once or twice and sometimes it shows zero when I see people in zone chat.
