Thrall lost his powers for the same reason Tirion did… He did it to himself.
Tirion was booted out of the Silver Hand by Uther who told him that because of his treason in dealing honorably with Eltrigg that he was not worthy of the powers of a Paladin. Tiriion took this to heart and did not wield his powers again for years becoming a hermit in the Eastern Plaguelands.
Garoosh didn’t simply die at Thrall’s hands, He served him with a full five course dinner of a guilt trip for Thrall’s own mistakes including setting him up as War-Chief. There’s been a lot of discussion of what it takes to comman the Elements but we do seem to be in full agreement that the Elements won’t answer to a Shaman that’s riddled with self doubt.
Both overcame these issues by working out their own problems. Tirion’s powers came back with a vengeance after Scarlet Crusaders killed his son and he goes on a Roaring Rampage of Revenge calling on the Light to aid him in such. Through a much more drawn out process, Thrall also worked out his own issues.
