From the patch notes: * Majesty of the Phoenix has been updated – Casting Phoenix Flames causes your next Flamestrike to have its critical strike chance increased by 20% and critical strike damage increased by 20%. Stacks up to 3 times.
Currently, only 1 stack is removed when casting flamestrike. So if u have 3 stacks, you can pheonix flame once between each flamestrike to maintain 60% crit chance and damage. Is this intended or a bug?

I think this is a bug. Stacking buffs have never work like this in WoW before.
With this bug it feels clunky to use. Last night when I tested it I was like, ok I can use PF > Hot streak > Pyro and then use the Magestic PF buff on Flamestrike and consume all stacks, but no 
.
If Flamestrike was casted on target this bug would not feel that bad.
