If you encounter behavior in chat that demonstrates malicious intent to sabotage the run of your Mythic+ group, you can report the player by using the right-click option in-game.
But that’s not sabotaging the run. That’s unwilling to play with a player, and requesting that player be kicked.
The run would’ve continued.
Whether it is or isnt, blizzard isnt gonna take the time to bother with that aspect of it.
What he said in chat could get him silenced…but just not doing his job in a run, they really dont care much about that. they’ll certainly tell you to just use the kick option.

The way that the report functions are written, alongside with the terms of service/code of conduct, is to be vague where it is “generally applicable” unless it has been specified.
Someone stating that they will not tank a boss unless someone gets kicked would definitely quantify as gameplay sabotage. Yet you won’t even entertain that notion because this notion is far more logical than to assume that acting with an explicit intention to sabotage the group (“unless you kick them I won’t do X”) doesn’t constitute as gameplay sabotage.
