Generally, yes, after 6 months penalty free from the last forum infraction you can start earning back TL3.
That said, there may be exceptions I am unaware of.

Have you made those mistakes recently, Kaoscontroll? The last one I see is from July.
As Mirasol mentioned, penalties like a silence, will expire after 6 months, so you’d be eligible for Trust level 3, assuming you otherwise met the qualifications.
