That’s not horrible.
Every time you go through a full bar of fury/pain you’ll heal for around 5000 health and that’s with only having one of these traits.

It doesn’t add DPS, but it shores up self-healing. Will have to see how it goes on live.

So at 385, that's 50 healing per pain. Spirit Bomb costs 30 pain, so that's 1500 healing, out of ~300k HP at that ilevel. So that's 0.5% additional healing per Bomb/Cleave. Put another way, assuming you waste zero pain (unlikely, but let's look at best-case), Fracture provides the resources for ~0.4% healing per usage, which is every 3 GCDs, or ~0.14% HP per GCD. Assuming a reasonable amount of haste, say 25% (since we won't have Uldir buff), that's ~7% HP per minute, or about 350 HPS. And remember, this is best-base if you waste no pain and never let Fracture hit 2 charges.
It's pretty junk at current tuning.
Edit: by comparison, a 385 version of Resounding Protection is 12863 every 30 seconds, which equates to 429 HPS. Impassive Visage at 385 is 4502 healing every 6 seconds (assuming it gets proced like clockwork, but again, best-case), which is 750 HPS.

Its such a joke how badly they have made Veng items and procs in general.
It took 3 raid tiers to even get a defensive leggo in legion.

Just to give perspective I believe Havoc has it at 18 per fury point (21 at two stacks for certain) and on a fight like Mythic Zek, which is a longer fight you spend something like ~3300 fury. So do the math which is 59,940, and for an ~8 min (approx) fight it isn't that great.
As Xaedys points out for (but havoc version) resounding provides something like 18000 absorb shield (don't recall the exact number). On that fight resounding provided 240k healing(absorb). One health potion essentially is almost equivalent on a similar length fight and out does it completely on fights closer to the 4-5 min mark. So it is extremely undertuned for both specs.
Edit: Also its unfortunate because for those that haven't logged onto ptr the trait does replace ones currently on your gear. I think it replaces azerite fortification specifically

To be fair, that's not even a Veng-specific thing. All of the Azerite items are tuned to be insanely weak. And part of that, I think, is because they can be stacked, so they can't let any one individually be too potent, because 3 of them would get a bit excessive. So instead we get traits that individually are pretty damn lackluster and fall far short of the category of "thrilling".

At least it's replacing what's arguably one of the least useful of all of the possible defensive traits. Only ones I think compete for that "honor" are our two class-specific ones (Burning Soul and Soulmonger), and maybe Self Reliance. Even Longstrider and Vampiric Speed have more usefulness than Azerite Fortification. But then again, with the current tuning, this new trait is arguably even worse.
For Havoc, 385 is 21 healing per Fury. On our Zekvoz kill, I spent a total of 5430 Fury, which equates to 114030 healing, over 7m36s. So that's 250 HPS, roughly 58% the value of Resounding Protection.
And ya, just checked the PTR, it did in fact replace Azerite Fortification on the Deathsnap Hood I have in my Vengeance set (which is hilarious, because that puts it as competing directly with Resounding Protection on that item).
I get it but meh another uncontrollable , random derensive is the last thing we need .
