You could use TellMeWhen.
Its a bit painful to learn at first, but once you get a hang of the addon, it’s super useful addon.

Both weakauras and TMW are very good for this.
TMW is a bit more user friendly but WAs has way more to it once you understand how it works.
WAs has the added benefit of being able to share things you make for others to use or vice versa. (TMW may have that option but I’m not sure)

Also if you’re meaning enemy CDs in PvP there are more easy to setup ones like Gladdy, OmniBar and sArena are a couple good ones for this.

TWM is just straight up icon with numbers on it. Nothing fancy.

Learn to use and make weak auras you can track any buff debuff or spell you choose to. You can make it whatever size you like and position them anywhere.
