I am Ephemeral Plains LFR and I am up to 10 times in a row where it has put me into a partially complete and failing raid.

yes.
if you clear a partial LFR, all other queues this week will be fresh.

There’s some vague concept of weighting you toward fresh runs if you finish the partial run then requeue, but I don’t believe even that is 100%.
Anything beyond that doesn’t work. They tried it in Dragon Soul when LFR first released. You could see how many bosses were downed before accepting the queue. The result? If key members left, entire raids would sit for upwards of an hour until they eventually died because NO ONE wants to accept a partial queue, especially Tanks and Healers with < 5 minute queues. Wasted 20 peoples time (+ however many cycled in and out during the wait) for no good reason, then they’d have to redo the whole thing to get back to where the run died.

I didn’t know this. I guess if it’s just the final boss, best to have 1 crack at it then you can leave for free anyway.
Bliz should really make it so you get some advantage to not having done the fresh raid before IE getting a 2nd stab at the loot you’ve already downed etc.
The only loot of interest this wing is final boss, so it’s eh.
