Is there a way to move reposition where my character is

I want to move my character or rather the camera so my character is not quite centered but lowered a little so I can see more of the top…if that makes sense

is there a command or a camera setting or an addon that does this

The default portraits are essentially 2d snapshots taken of your character at the time it is updated using https://warcraft.wiki.gg/wiki/API_SetPortraitTexture

You can move the overall image position of the texture frame, although that would be limited, but you can’t alter the camera position at the time the snapshot is taken.

Some addons replace the 2d model with a 3d PlayerModel which allows much more customisation from potrait to full body, and positioning of the camera (zoom, rotation, x/y etc.)

I guess you are talking about the character in the game world?
My addon https://www.curseforge.com/wow/addons/dynamiccam lets you change the vertical pitch of the camera among other things.
