i only have 2 lvl 21 pets now. how i get them to level 25?
If you have a lot of pet tokens, you can hit any pet vendor in a major city and buy a lvl 25 level up token.
Thats what I usually do. I can’t remember the last time I actually leveled a pet.

how do i get pet tokens.
I think pet battle world quests scale, so you can probably cheese most of them with three level 1 pets.
For 35 shiny pet tokens, you can buy epic battle stones that boost a pet to max.
Otherwise there’s events like Super Squirt Week (if you have a garrison in WoD) and other similar things.
Epic battle stones are generally sold by pet vendors, in Dornogal and Legion’s Dalaran and capital cities.

Usually doing pet related world quests.
Pretty sure paragon caches contain pet tokens.
or like Hacksy said, pet WQs should give you some.

but where? do i need to do some sort of prequisite?
If you never did any pet stuff before, then I honestly have no idea where you should start other than the pet trainer in Orgrimmar/Stormwind.
Here’s an example of one that is up right now:

no i jsut want to level a pet to 25.
Have the pet you want to level with two level 25s.
Tag your pet for 1 round with a higher level world pet, then swap it out and finish it off with your other pets.
That’s how I used to do it, anyways
The same way you got them to 21. Keep doing that.

If you have a couple at 21, you can just grind them up to 25.
The WoD garrison has a quest associated with the level 3 pet building (I think) that has you go over to your mine and find a purple pet stone. The one that will instantly level a pet to 25 when you use it.
Or you can go visit the pet battle world quest NPCs and battle their teams. Usually each zone has a pet trainer marked with the green paw print. On alliance I use the Elwynn Forest, and the West Fall Trainers. You will get two tokens for each win. Nope. Well at least the ones I tried just give pet and char experience. No tokens.
With 35 tokens you can buy a purple stone and boost any pet to 25.
Once you are at 25 you can buy max level pets on the AH and learn them. Until you get at least one pet to 25, you can buy the max level pets, but can’t add them to your pet collection until you get at least one to 25.
