They used to have a call center, I do recall using it once. It was a long time ago, and I don’t remember what I needed to call them for, but it was a positive experience.
They don’t see good customer service as profitable so they don’t do that anymore.

Actually I found a way to speak to a human but it took a lot of effort and a lot of phone calls!

Blizzard used to set the standard for customer service. I miss those days.
The Brazilian and French BlizZard call centers still take numbers and respond to email from what I discovered! Amazing what some detective work can do!
Yeah, I don’t recall having a bad experience any time I contacted customer service or an in-game GM. Maybe I’m lucky in that sense?
Now their customer service or “Help” page is just an exercise in frustration. The goal is to discourage you from following through with opening a ticket, they just want you to give up before you figure it out.
There used to be a number to contact them directly years and years ago where you would get to speak to someone but that number was canceled a couple of years back I think.
Fools! Don’t they know I’m too stupid stubborn to be deterred so easily?! Hah!
For real though. My experiences with a GM the fee times I needed one years ago was rather pleasant.

Same. The standout memory for me is when I opened a ticket to report a bug regarding Theldurin’s Fist (one of the best fist weapons ever) and I had a nice conversation with the GM who contacted me about it. In hindsight I probably was wasting their time but… it was nice nonetheless!
And the bug ended up getting fixed. I like to think that my pleasant back and forth with the GM inspired them to fast track my bug report. That’s probably just head canon though.
I forget what my issue was. I just remember they asked if there was anything else they could help with. I joked and said I’d love some pie.
So they sent some ASCII art of pie. It was glorious.

They do not to my knowledge though, combine multiple licenses to one subscription, which is what I think you want to do. Which is probably why you can not find a means to open an account.
You can paid character transfer characters, though probably not the option you want to hear.

Do you really think Blizzard wants people calling them and forcing them to provide real customer service?
The last time I spoke with a Blizzard Rep on the phone was in 2007 right after BC launch. It was for either a debit card issue or log in issue. Can’t remember, except it was the day after or a couple after OGBC launch and I was frustrated and calling and being on hold was way faster than the ticket.
You can tweet at the https://twitter.com/blizzardcspage and they will help you viz private DMs there, and if you are on here on daytime and weekday (for the USA) there is a live chat feature sometimes and the chat responses are usually within minutes.
I did manage to speak to someone back before BFA, not sure if there’s a contact number anymore though. These days quite a few companies don’t seem to have direct lines anymore, just help pages with the most common issues and bots.
