Is there a macro to use different spells when target an ally or an enemy?

Such as when targeting an ally I will use Flash of Light and when targeting an enemy I will use Crusader Strike and so on?

look up ‘help/harm’ macros. I think thats what your looking for

such as this one for Rshaman

#showtooltip
/use [@mouseover,nodead,help] HEALING SURGE; LAVA BURST

it lets you hold your current target, but if you need to heal a friendly just hover your mouse cursor over them or their health bar

You know, I never thought about it before but as I was messing around the PTR with Holy Pally it dawned on me that maybe there is a way to make my action bars more organized.

I use Dominos, personally. its gotten a lot better than it was a while back.
Might be worth a look. its really customizable.
